• It's the deadline for 400,000 U.S. service personnel to complete a survey about repealing Don't Ask, Don't Tell, the policy governing homosexuality in the military. A report on the proposed repeal is to be delivered to President Obama by Dec. 1.
• Cracking down on drunken driving, New York becomes the 13th state to require "ignition interlocks" for first-time offenders. The electronic device prevents a vehicle from starting if the driver has had more than one drink.
• Texting while driving becomes illegal in Louisiana. The new law also bans teens 17 and younger from talking on cell phones or texting while driving.

• Obama visits energy-storage developer ZBB Energy Corp. in Menomonee Falls, Wis., and attends fundraisers in Milwaukee and Los Angeles.
