• In Louisiana, early voting begins for the Aug. 28 congressional primaries.

• It's the deadline for 400,000 U.S. service personnel to complete a survey about repealing Don't Ask, Don't Tell, the policy governing homosexuality in the military. A report on the proposed repeal is to be delivered to President Obama by Dec. 1.
• Cracking down on drunken driving, New York becomes the 13th state to require "ignition interlocks" for first-time offenders. The electronic device prevents a vehicle from starting if the driver has had more than one drink.

• Texting while driving becomes illegal in Louisiana. The new law also bans teens 17 and younger from talking on cell phones or texting while driving.

Monday

• Obama visits energy-storage developer ZBB Energy Corp. in Menomonee Falls, Wis., and attends fundraisers in Milwaukee and Los Angeles.

• Deliberations resume in the corruption trial of former Illinois governor Rod Blagojevich. The jury has agreed on only two of 24 counts.

• Third time's a charm? Astronauts will venture into space once again to try to fix a cooling pump on the International Space Station.

• The home-builders' trade group releases its latest measure of the housing market.
